The Payroll Manager ensures that all payroll processes are executed appropriately and in a timely manner. The Payroll Manager operates as the subject matter expert and escalation point to resolve issues and continuously looks for improvements in operational processes and designs and implements those initiatives. The Payroll Manager optimizes the contribution of the team through coaching, counseling and implements workable solutions to business issues/problems with minimum referral to management. The Payroll Manager conducts work planning, estimation and prioritization to optimize performance of team and works to define standards and reusable approaches for Payroll operations. This individual manages effective internal/external client relationships within own area of responsibility and builds client relationships in the wider group or unit.
The Payroll Manager performs and supervises all activities necessary to process payroll including maintaining related records, filing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special reports for senior management. The Payroll Manager manages a team of payroll practitioners.
The Payroll Manager assumes responsibility to manage day to day operations of the unit/department to provide high quality and safe patient care in a safe practice environment. The manager directs and develops staff; collaborates with multidisciplinary professionals; and provides service excellence.
Education:
1) Associates degree or equivalent required. May have an equivalent combination of education and/or experience in lieu of specific education.
2) Bachelor's degree in Finance, Accounting, Human Resources or related field preferred.
Experience:
1) Minimum of 5 years of payroll experience.
Recent enterprise resource planning, payroll implementation and upgrade experience preferred.
2) Experience with Oracle payroll systems preferred.
Previous experience with UKG/Kronos timekeeping systems preferred.
3) Three years leadership experience preferred.
Experience in a union based environment is preferred.
Knowledge, Skills, Abilities:
1) Ability to effectively manage team members and work as a member of that team and organize work activities for other members of that team.
2) Strong coaching/mentoring skills and issue management problem solving skills.
3) Demonstrated oral and written communication skills.
Effectively functions as a liaison among staff, physicians, medical center administration, and ancillary departments.
4) Uses tact, sensitivity, sound judgment, and a professional attitude constantly.
5) Consistently demonstrates maturity for accountability of job performance.
6) Conducts business in a professional and cordial manner that upholds the integrity and reputation of Mount Nittany Health.
7) Ability to adapt to changing environment and support of multiple divisions

8) Some knowledge of tax reciprocity rules and regulations.
9) Working knowledge of Microsoft Office Suite.
